During the Rwandan Genocide in 1994, the United Nations faced significant criticism for its inaction and ineffective response. Although UN peacekeepers were present in Rwanda, they were limited in their mandate and resources, and their numbers were inadequate to prevent the mass killings. The UN did deploy a small contingent of troops under the UNAMIR mission; however, they were unable to intervene decisively as the genocide unfolded. The UN's failure to recognize the severity of the situation and to provide necessary support has led to ongoing debates about the responsibility of international organizations in preventing atrocities.
